At the GamCare Conference 2004 held in Westminster, just around the corner from the Houses of Parliament in London, the Right Honourable Lord (Andrew) McIntosh, Minister for Media & Leisure for the Department of Culture, Media and Sport, addressed the conference hosted by Britain's foremost charity for problem gamblers.
During his speech Lord McIntosh told the delegates that the government was keen to move forward with the proposed new gaming legislation, nearing the final stages of revision before being presented to the Lower House, so that it may be read in full during the next parliamentary session starting next October. Then the proposed bill could become law this time next year:
"The Gambling Law 2005… I hope."
Indeed, there was far more than wistful apprehension in Lord McIntosh's address. He made the point that all parties were committed to updating the outlived Gaming Act 1968 with new legislation that would become effective in the early part of 2006. Thanking the Right Honourable John Greenway MP, the Opposition Front Bench Spokesman for Culture Media and Sport, for his invaluable work as Chairman of the Join Committee on the Draft Gambling Bill, the Minister was optimistic about the timescale for the new gambling law.
