Speculation has been rising after various newspapers reported last week that the UK Government might rethink its policy on one regional casino. In the run-up to Saturday’s mini-revolution in gambling law there appeared to be mixed messages coming from the government. An intention to allow more than one regional ‘super’ casino was vehemently denied at the same time as there was a statement that clear demand could occasion a reconsideration.
Many local councils have already signalled a clear demand to host a regional casino. As many as 30,000 new jobs could be created around the country and the areas in need of regeneration would benefit. If the initial reaction of the British public to Saturday’s liberalisation of the 24-hour membership rule at casinos is anything to go by, entertainment venues with casinos will be in demand. This weekend saw many casinos much busier than usual, now that any adult with current identification can enter and play.
When the Gambling Act 2005 was passed last April with a limit of just one regional casino, Blackpool was considered to be more than the front-runner, more of a done deal. Last week the newly formed independent panel that started work Monday to select the location for the super casino, stated that the slate was clean and that all applications would be considered on individual merit. Councillors from around Britain will be submitting their proposals, all hoping to hit the jackpot and win the glittering prize.
Ministers have said there is no intention of going back to Parliament to initiate a rise in regional casino numbers, but they also say that they would be prepared to listen if the demand is there. It is enough to keep the hopes alive in places such as Sunderland, Coventry and Glasgow, and put renewed effort into casino projects wherever they were being planned prior to last April. In the meantime the Government appears to be sitting on the fence, so that it can be accused of neither encouraging gambling nor stifling regeneration possibilities. (E-10.04.05)
