On 6 July, 2011 the Russian State Duma approved President Medvedev’s presidential draft law toughening criminal and administrative responsibility for organizing an underground gambling business, including those carried out via the Internet and mobile communications. In April the Russian president submitted the gambling law amendments, all of which have now been approved.
The fines set for illegal gambling organizations and operations start at US$100-170 for “common individuals”, US$1,000-1,700 for officials, and reaching US$36,000 for “legal entities”. In all cases, all gambling equipment will be confiscated.
Additionally, criminal penalties in relation to all violations can range from three to six years in prison, with manual labour, and is provided for the cases if the crimes committed resulted in profit-making in amounts determined as ‘large sums’, over US$500,000, and ‘very large’ sums, over US$2 million.
