Slots remain an issue in eastern USA

It will still be a while before Pennsylvania opens its first slot machine venue but already neighbouring states are considering their options in the lucrative gaming market. In Maryland there is no budget shortfall, a US$1 billion surplus is expected this year, but the state governor has been pushing for slots legislation since 2002. The horse racing industry in Maryland is in decline and racetrack slots operations are seen as a way to prevent the closure of more horse farms that are being sold to developers with the loss of much countryside.

Next door in Delaware proposed legislation would allow 24-hour operating, (except Sunday mornings, Christmas and Easter) at its three racinos and an increase of maximum machine numbers to 4,000 from 2,500. Free promotional play would also be allowed to encourage more people to gamble. It is hoped that these moves, if they become law, will lessen the economic impact of new gambling locations in surrounding states. Some legislators say the state should consider having more casinos and introduce sports betting.

In West Virginia the racino operators are seeking to expand into table games. The legislature is expected to vote on the subject during its present session and each county with a racino or track and casino to hold a referendum. The addition of table games is seen as a means of keeping gamblers from Pennsylvania coming to West Virginia after the slots operations commence in that state. The measure was passed in the West Virginia Senate last year but was not introduced to the House for lack of support.

Maryland may not vote for slots operations yet, but already days are being cut from the racing calendar. With the addition of slot machines at Pennsylvania racetracks, many fear that more of the race-going public will opt to go there instead of Maryland. Through increasing competition it may be inevitable that Maryland introduces slots legislation before too long. (E-01.18.06)
