The economy of the Indian state of Goa is heavily dependent on the tourist trade and for this reason the local government last year decided to issue five additional licences for offshore casinos. The move has prompted opposition from some quarters, including local fishermen who find their traditional fishing grounds compromised by the casino boats. Boosting tourist numbers may improve the local economy but there are growing concerns that infrastructure should be improved first.
Goa, long described as a paradise on earth, is feeling the effects of the influx of large numbers of foreigners without adequate waste disposal and sewage treatment facilities. The leader of the Opposition recently tabled a Calling Attention stating that the government should not grant further permissions for offshore casinos without first building the required infrastructure. The motion also pointed out that the proposed use of the fisheries building for transit facilities would create problems for the city.
The MV Caravela, a joint venture between Advani Pleasure Cruise Co and Casinos Austria, was the first floating casino in Goa. Its licence is due for renewal on 8 April and the leader of the Opposition suggests it should not be renewed before the infrastructure problems are addressed. The government’s reply to the tabled Calling Attention is a proposal to amend the Goa Public Gambling Act to prevent offshore casinos from plying the Mandovi River, a permission granted to an additional five offshore casinos by the Cabinet in 2006.
The Minister for Ports has revealed that there are eight more applications for offshore casinos. The first of the new floating casinos, Casino Royale, is due to start trading within the next few weeks. The other four are expected to be ready before the end of the year. Many Indians travel to neighbouring Nepal to gamble and the government is hoping to bring their tourist and gambling rupees to Goa. During the season some 30 charter flights each day bring in tourists, making a total of 65 daily flights into Goa. (E-04.01.08)
