Last month the Gambling Commission published, after due public consultation, its Statement of Principles for Licensing and Regulation. Promising to consult widely and use resources effectively, the Commission has set out how it intends to deliver licensing objectives that include the regulation of gambling in the public interest and the assessment of risk led by best regulatory practice in the light of international experience.
These principles have been adopted by Greenwich Council to judge all applications for gambling licences when it takes over responsibility for the licensing process from the courts on 30 April this year. At a full council meeting the principles were agreed, with the aim of safeguarding the quality of life for local residents and protecting children and the vulnerable. Greenwich will also establish a multi-agency panel to address the social impact of the Gambling Act 2005.
Local businesses, the police, health officials and community and religious groups were consulted by Greenwich Council on the draft principles. Some points have been incorporated into the final document to ensure firm enforcement of the act, regular inspections and police checked qualified door supervisors. Adequate measures will be taken to prevent under-age gambling and stop venues becoming a source of crime. The Greenwich Local Safeguarding Board will protect children from the harmful effects of gambling.
At the end of this month the Casino Advisory Panel is scheduled to make its announcement on the choice of location for Britain’s first regional casino. Greenwich Council is a contender for the licence but, win or lose, intends to continue with its gambling guidelines and statement of principles. (E-01.04.07)
