Draft bill approved for leisure centre law

Gran Scala to get go-ahead

The draft bill regulating high density leisure centres was presented yesterday by the vice-president of Aragon, José Angel Biel, and the Minister of Industry, Commerce and Tourism, Arturo Aliaga. The proposed law establishes a new system of environmental guarantees and feasibility for projects and fixes a minimum area of 1,000 hectares, 3,000 direct jobs and 8,000 hotel rooms in the planning provisions.

Without referring to the Gran Scala mega project proposed by International Leisure Development (ILD) for the district of Ontiñena (Huesca), the Vice-president of Aragon, José Angel Biel, said that the law provides for a private entity to control the projects together with all government departments, municipalities and districts concerned. It is understood that the promoters must deposit sureties of €6 million and submit their activities to a judicial gaming and betting regime.

ILD has reported that it can now count on 70% of the necessary land area to start construction of the first phase of the Gran Scala development, which it anticipates completing in 2012. The first phase will include ten casino hotels, four theme parks, 25,000 hotel rooms and hundreds of restaurants and other businesses. Ontiñena is located 76 km from huesca and 113 km from Zaragoza.
