Singapore tackles problem gambling before casinos are licensed

INTERNATIONAL PANEL OF EXPERTS

Even before the two integrated resorts open in Singapore the government is planning ahead for problem gamblers. In place are the National Council on Problem Gambing (NCPG) and the National Addictions Management Centre (NAMC). Now a third group of experts has been set up to advise on the issue, the International Advisory Panel (IAP).

The IAP will be co-chaired by Professor Goh Chee Leok and Professor David Chan. Professor Chan is Professor of Psychology at the Singapore Management University, interim dean of the School of Social Sciences and chairman of the NCPG Research Sub-Committee. Professor Goh Chee Leok is senior consultant at the Office of Director of Medical Services and the National Skin Centre. There will be eight oversees IAP members.

The eight international experts on the panel come from around the globe, all with vast experience in high-risk behaviour such as problem gambling. Six are with Universities in Australia, New Zealand, England, Canada, Hong Kong and the USA. The two others are from the USA, one with Gemini Research and the other with Veterans Affairs Medical Centre.

The IAP will convene in Singapore from today, 5 December to Friday, 7 December. Following discussions on global trends and measures to address problem gambling and harmful addictions, the panel will submit recommendations to the NCPG and the Health Ministry before year end. They will also advise on relevant research and various aspects of the proposed NAMC.
