TouchPlay video machines in Iowa have been widely criticised but, according to some, are the lifeline keeping businesses open. A retailers association has expressed disappointment that Iowa’s House State Government Committee voted 20 to 1 on Tuesday to ban the machines. Around 5,500 TouchPlay machines are in operation in the state and private businesses are estimated to have invested nearly US$100 million in them.
The suitability of having the machines in stores where children are present is questioned, as is the possible social effect of problem gambling. Struggling stores see the generation of business by having the machines as outweighing possible harmful effects on individuals, taking the line that gambling is a personal choice. The Senate has yet to discuss the issue but the probability is that in the future TouchPlay machines in Iowa will be severely restricted.
Cosmetically there is very little difference between a regular slot machine and a TouchPlay lottery machine. Iowa profits by some US$45 million a year from the machines but pressure is growing to get TouchPlay limited to bars and restaurants or places with no access by minors. A Senate committee is scheduled to consider a ban today. A likely outcome of the discussions is less machines and more restrictions. (E-03.01.06)
