A judge in the Peruvian province of Andahuaylas has asked the ambassadors of Uruguay, Costa Rica, Argentina and Spain to grant him the protection of political asylum. In 2005 Judge Jose Domingo Cruz Cala denounced a judicial mafia that traded in ‘habeas corpus’ rulings in favour of casino and slot machine operators. Since then Cruz Cala says he has been subjected to threats and pressure from both within and without the judiciary, and has had his request to be moved to another province turned down.
One of those implicated as being part of the mafia has sued for defamation and one of the judges known to have ruled in favour of slots operations, allowing them to continue operating outside government regulations, has issued an order for the capture of Cruz Cala. Judicial bodies in both Andahuaylas and Lima have said that there is a lack of proof to support the allegations made by the Judge and no disciplinary action has been taken.
According to the charges he filed concerning the court habeas corpus rulings, casinos Zlata Actividades Recreacionales , Cathay Entretenimientos, Recreativos Fargo y Balshen Gaming were supported by rulings by Elí Glicerio Alarcón y René Olmos Huallpa. One of the casino lawyers was brother-in-law to Glicerio Alarcon. Cruz Cala has collected the evidence to support his claims but has been told that it is not valid.
