Gaming halls close in Estonia

NEW RULES FOR CASINOS

The new gaming act in Estonia, expected to take effect from 1 January 2009, will increase the amount of investment needed to run a gaming operation. Whereas at present only eight slot machines are necessary this number will be increased to a minimum 40 working machines and many small locations will have neither the capacity nor finances to continue operating legally.

The economic situation is already putting some operators out of business. Around 18 gaming halls closed their doors last month alone. As people in Estonia, as elsewhere, pay more for their food and fuel they are spending less on gambling entertainment. It is estimated that around 50% of the gaming halls presently functioning will cease operations next year.

The new gaming law has been debated over the last four years and the draft bill is still being amended. There is broad consensus, even from the Association of Gaming Operators, that the new law is needed to tighten regulation and limit the number of casinos in Estonia. (E-10.16.08)
