Towards the end of May Presidential Decree No. 1726, which modified 2008 Regulations for Casinos and Gaming Halls and included bingos, was published by Ecuador’s President Rafael Correa Delcago and Tourism Minister Veronica Sion de Josse. Licensed gaming companies have one year to fall in line with the new regulations.
Amongst the changes in the gaming regulations the Ecuador Executive has barred credit gambling and gaming table call bets. Article 3 reads: "Under no circumstances is credit available to gamblers." The new regulations also prohibit promotional tokens or chips being given to players.
On the certification side, Article 8 says that the Tourism Ministry will start a register to license slots manufacturing and assembly plants, as well as importers and distributors of slot machines and memory only software, and of all equipment and devices used in the gambling industry. The regulators will set up the technical rules for administering the process for each register.
Article 14 of the new Regulations says the Internal Revenue Service will implement procedures to enable online interconnection with each casino by means of new software and platform, with the objective of optimum control and auditing of the casinos. The online system will be connected to the regulators and the IRS in real time. Casino and slots operators will have until the end of 2010 to implement these controls. (E-06.10.09)
