The Costa bill seeks to create a new state agency under an executive director with a minimum 20 years of experience in law enforcement or gaming. The Gaming Enforcement Agency would consist of the present Bureau of Investigations and Enforcement and the Office of Enforcement Counsel that now fall under the Pennsylvania Gaming Control Board. The Gaming Enforcement Agency would deal with background investigations of slots licence applications and investigations of allegations of violations of the Pennsylvania Gaming Act.
“It is important that the legislature address credibility and accountability within our blossoming gaming industry, and I believe this proposal would do just that,” Senator Jay Costa said. “Our bill would create a much-needed, independent and politically insulated agency to ensure that the provisions of the Gaming Act are being strictly adhered to.” Thisis being called for by some legislators on the grounds that political issues could influence Gaming Board decisions. The Agency would work with the Attorney General, state police and the PGCB, and its leader would be appointed by the Attorney General following confirmation by at least two-thirds of State Senate members.
The proposed legislation would require agency staff to be trained to the same standards as municipal police officers. The suggestion of creating a new independent agency was made at a Gaming Task Force meeting on 11 June. The PGCB would remain responsible for all licensing and regulatory decisions. Senator Costa is now looking for co-sponsors for his bill. (E-07.22.08)
