The first stage of a bill to allow casino table games at West Virginia’s racetracks was passed by the Senate in a 19-14 vote on Monday. Under bill provisions 23.5% of revenues would go to the state and the remainder to the racetracks, including 8% to racing purses. Racetracks across the United States, and much of the world, are struggling to remain profitable and many see casino and/or slots operations as the only means of supporting the racing industry.
In West Virginia it is thought that table games would attract gamblers from nearby states. Pennsylvania legalized slots parlours in July last year for several venues. These are expected to be functional from next year and compete with the slots operations at West Virginia’s four racetracks. Earlier this year a decision was made to provide funding for the state’s workers’ compensation programme by taking money from slot machine revenues that would have gone to racing. In consequence the purses for races at the Charles Town thoroughbred track were reduced by 20%.
The legislation, having been approved by the Senate, will now go before the House of Delegates. Should the bill be passed then the racinos will be able to offer roulette, craps, blackjack, etc. in counties where voters approve the games. (E-03.30.05)
