According to a report from Ukraine, the chairman of the parliamentary committee for industrial and regulatory policy and entrepreneurship, Natalia Korolevska, has said that local ballots should be held before special gambling zones can be set up. She commented that any gambling establishments in any of Ukraine’s territories must be decided not only in the capital Kyiv but also according to the result of a local referendum.
An article in the Kyiv Post says that Korolevska believes that any such decision on gambling zones must be taken by city, regional and district councils in order that they can take responsibility for any social consequences. Investment in tourist complexes could, however, compensate for social costs if approval was given by people in the proposed areas.
A law temporarily prohibiting gambling business in Ukraine was passed last year and the Cabinet of Ministers was ordered to submit within three months a draft bill on gambling zones. At the end of last year a number of draft gambling bills were tabled with the Verkhovna Rada, Ukraine’s parliament. In May 2009 the government stressed that the territorial placing of gambling business would only be undertaken in areas willing to accept ‘such trouble to their territory’. (E-05.26.10)
